No. The Pre-Worlds entry is only open to the Worlds competitors and the entry fee for the Pre-Worlds is included in the entry fee for the Worlds.
Can I sail in the Pre-Worlds if my boat is chartered for the Worlds, but the charter crew are not sailing in it?
No, the risk of damaging a boat that is chartered to an overseas competitor is too high.
